"Capital Ships License:
The Holder of this License is able to purchase the following ships classed as 'Capital Ships' by the Federation Security Council: Leviathan, Pegasus, Starliner, IDA Frigate (also requires 'Capital Warships License'), Federation Destroyer (also requires 'Capital Warships License' and subject to military approval), Federation Carrier (also requires 'Capital Warships License' and subject to military approval."

In the Bureau Storyline and with a Capital Warships License:
Licenses can be purchased at the various Spacedocks, Earth (Sol), Kerensky (Sibko) and GLi-Tech-nia (Rimshot).
The license is persistent between ships and cannot be sold. However, it can be destroyed by attempting to purchase a forged license.
Note: the Exotic Ships and Weapons License grants the privileges of the Capital Ships License.
